Scott Files for Re-election to Serve South Carolina’s 1st District

Congressman Tim Scott filed the necessary paperwork to declare his candidacy for re-election as U.S. Representative for the First District of South Carolina.

“The people of South Carolina honored me with their votes – and their trust – in 2010, and I humbly ask for their continued support to serve as their Congressman in the newly drawn First Congressional District,” Scott said.  “The district boundaries may have shifted, but my commitment to conservative values and smaller, common-sense government has not.”

“In our first 15 months of Washington, the South Carolina freshmen delegation has played a key role in shaping the debate in Washington, by fighting for lower spending, less intrusive government, and conservative values.

In 2012, Republicans must elect a conservative President and Senate, so that many of the bills we have passed in the House – such as repeal of Obamacare, approval of the Keystone pipeline, and our JOBS Act – can become law.  I look forward to fulfilling these goals in the coming term.”

The First Congressional District of South Carolina will include portions of Charleston, Berkeley, Dorchester, Colleton and Beaufort counties.

Tim Scott Rises in South Carolina

Tim Scott is the most heralded Republican House candidate this year, and for good reason. He’s likeable, experienced in politics at the local and state level, a self-described “bleeding heart conservative” of the Jack Kemp school, and the champion of an economic program he describes as “under the umbrella of fiscal sanity.” Scott, by the way, is an African-American from South Carolina.

Scott, 44, is a strong favorite to win the House seat being vacated by Republican Rep. Henry Brown, who is retiring. He defeated Paul Thurmond, son of Strom, in a runoff last month for the Republican nomination. Now, absent polling evidence, he figures he’s ahead by a dozen to 15 percentage points over his Democratic opponent Ben Frasier, an African American who’s run for office 19 times but never won.

Scott, amazingly enough, is already the toast of Republicans in Washington, where he spent the last few days meeting with Republican leaders, strategists, and the media. Republicans are eager for an African-American to join their ranks.

If he wins, Scott may not arrive on Capitol Hill as the only African-American Republican. Two others, Allen West in Florida and Ryan Frazier in Colorado, have at least an outside chance of ousting incumbent Democratic House members. There hasn’t been a black Republican in Congress since J.C. Watts retired from the House in 2003.

As he tells it, Scott became a Republican in three stages. First, there was the military influence. His father spent 27 years in the Air Force and his two brothers are in the military. “Having a strong military always made sense to me,” he told me. And Republicans support a strong military, he says.

Second, there was his becoming a Christian in college. That turned him into a social conservative and strong foe of legalized abortion. This, too, turned him toward Republicans, he says.

And third, he went into the insurance business after graduating from Charleston Southern. He became a tax payer. “If you pay enough taxes, you’ll be a Republican,” according to Scott.

In 1994, he decided to run for the Charleston County Council and announced his candidacy at a Republican meeting. “With a look of shock and cautious optimism, they clapped,” he says. He styled himself the “guru of economic development” as a council member for 13 years.

He spent two years as a state legislator, then declared himself a candidate for lieutenant governor of South Carolina in 2010, raising about $300,000. But since he was running on national issues, he was persuaded to switch to the House race after Brown announced his retirement. He had to return the unspent campaign money for state office. “That was painful,” he says.
Scott’s economic plan has three planks: limiting “government intrusion,” including the repeal of President Obama’s health care program, tax reform with reduced individual and corporate taxes, and deep spending cuts.

Why is the late Jack Kemp his model in politics? “He was a conservative who loved people,” Scott says, “and that is key to articulating a message people want to hear.” If he’s elected, Scott will be the one Republican freshman who will surely have an opportunity to be heard.

NAACP: Never called tea party ‘racist’

NAACP President Ben Jealous said Thursday that the resolution passed by the group on Wednesday does not call the tea party “racist.”

The resolution the NAACP approved Wednesday at its annual conference in Kansas City, Mo., alleges that the tea party has used racial epithets against President Barack Obama and has verbally and physically abused African-American members of Congress.

A portion of the resolution does indeed characterize the behavior as “racist,” but Jealous said Thursday during an interview on MSNBC’s “Morning Joe” that the resolution was not intended to condemn the entire movement as such.

“We aren’t saying that the tea party is racist,” Jealous said. “What we’re saying is that with their increasing power comes an increasing responsibility to act responsibly … and to call out when they see those things on those signs.”

Jealous argued that racist groups have embraced the tea party movement and said that what the NAACP would like to see is one of the movement’s leaders — whether it be former House Majority Leader Dick Armey or former Alaska Gov. Sarah Palin — denounce those elements of the tea party.

“These sort of KKK-type groups saying they like the tea party and want to be a part of it, it would just seem someone would call out and say we don’t want them to be a part of it,” he said.

Asked if he thought members of the tea party are racially insensitive, Jealous responded: “No, not at all.”

The NAACP was attacked over the resolution by the likes of Palin, Republican National Committee Chairman Michael Steele and South Carolina congressional candidate Tim Scott, who if elected would be the first African-American Republican in the House since Rep. J.C. Watts (R-Okla.) left in January 2003.

“I believe that the NAACP is making a grave mistake in stereotyping a diverse group of Americans who care deeply about their country and who contribute their time, energy and resources to make a difference,” Scott said in a statement.

“Americans need to know that the tea party is a colorblind movement that has principled differences with many of the leaders in Washington, both Democrats and Republicans,” he added.

Asked about Scott’s criticism, Jealous said that “Tim was making a false argument.”

“We weren’t calling anyone racist,” he said. “We’ve just got to speak up and say something.”

“If there are not violent elements in the tea party, then why are we getting death threats?” he asked. “I’d ask the tea party to get rid of them.”

Many political candidates pledge to hold down government spending. Once elected, few do. But Tim Scott, during a decade and a half of elective service, has earned his reputation as an effective fiscal conservative. And as runaway federal debt threatens our nation’s future, that record makes him the right choice to represent South Carolina’s 1st District in the U.S. House. The district’s Republican voters should move him a giant step closer to that job in Tuesday’s primary runoff.

During Mr. Scott’s 13 years on Charleston County Council, including several stints as its chairman, there were no tax increases — and county spending actually fell twice. Yet he also helped bolster the county’s “rainy day” funds for the inevitable years — like this one — when economic downturns would trigger revenue shortfalls.

As part of council’s economic development committee, he helped attract new jobs to the community. That was a critical challenge when he first was elected in 1995, with the next year’s looming closure of the Charleston Navy Base raising serious doubts about the area’s economic future.

Mr. Scott also demonstrated an ability to forge productive compromises across party lines on a wide range of issues as the county struggled to handle rapid population growth and, more recently, a severe recession.

He earned a promotion to the S.C. House of Representatives in 2008. Following the prudent pattern he established on County Council, he backed bills to raise the amount of the state’s general reserve fund and increase transparency in government spending — including new requirements for roll-call voting.

Now he wants to take his strong sense of governmental fiscal responsibility to Congress. He stresses the rising resistance in his own party — and by the American public — to wasteful “earmark” appropriations that lack sufficient scrutiny by federal lawmakers. Because the process has become so corruptive, Mr. Scott says he won’t pursue earmarks if elected to Congress. Instead, he pledges to do whatever’s necessary to obtain the 1st District’s fair share of national funding in “a competitive process” that rightly invests federal dollars wisely.

He justifiably decries ObamaCare’s imposition of huge new financial obligations on the states, though conceding that even a sweeping GOP takeover of both chambers of Congress this fall wouldn’t deliver enough votes to override a presidential veto of any legislation trying to repeal it. Still, he argues that a Republican House takeover could put conservatives in charge of the purse strings, paving the political path needed to reduce medical costs by fostering insurance competition across state lines and passing tort reform.

Mr. Scott is also solid on the critical need for “a strong military,” warning that if defense budgets aren’t sufficient, neither is our nation’s security. As he told us, “Our planes are sometimes older than our pilots.”

Indeed, across the board, Mr. Scott reflects the generally conservative views of his district. More importantly, though, he brings a long record of tackling tough issues in a principled yet pragmatic manner — and of limiting government spending and taxes.

After his parents divorced when he was still quite young, Mr. Scott was brought up by a single mother who’s rightly his hero. A graduate of Stall High School and Charleston Southern University, he has risen to success in the insurance business, as well as politics. He has served as a board member for a variety of important organizations, including the Berkeley-Charleston-Dorchester Council of Governments, the Charleston Metro Chamber of Commerce and the S.C. Aviation Authority.

Mr. Scott’s personal and political philosophy draws on his positive life experience — and on our founding principles of personal liberty and upward-mobility achievement. As he told us: “America rewards diligence. America rewards optimism. America rewards hard work. It rewards focus.”

Mr. Scott already has achieved a long and distinguished record of public service as a solid conservative. Republicans should reward him with election as their nominee for the 1st District.

Mike Huckabee Endorses Tim Scott for Congress

In a strong display of conservative unity, former Arkansas Governor and presidential candidate Mike Huckabee has endorsed Tim Scott in his bid for U.S. Congress.

Governor Huckabee issued the following statement:
